Meanwhile, in the early 1978 years, World Health Organization also explicit pointed out that “the Health is Basic human rights, guaranteeing health is all the governments’ responsibility.”Review the prosperity, decline and reconstruction of process of rural cooperative Medical care system in our country, history has proved that cooperative Medical care system is suitable for China’s national conditions. Historically, there is no a kind of Social security system like cooperative Medical system which brings pervasive and far-reaching influence. So the new rural cooperative medical care system should analysis the prosperous reason, disintegration and decline reason of traditional rural cooperative medical care system, then “taking history as a mirror.” Considering to the socialist market economy requirement and the harmonious society needs in new era, therefore, choosing a new rural cooperative medical care system which own Chinese characteristics has became our inevitable choice.This paper which is from the perspective of history to write contains three steps. Firstly, by using literature review and comparison analysis, we summarize traditional rural cooperative medical’s prosperity and decline, then we analysis the detail reason. It has an important significance for us to secure the new rural cooperative medical care system to develop smoothly and sustainably. Secondly, this paper not only puts forward the necessity and the concept, characteristics and summarizes the main performance of the new rural cooperative medical care system, but also by using case analysis to elaborate “Panyu mode” and “Shenmu mode” deeply, which have a guiding significance for the new rural cooperative medical care system to promote successfully and develop completely. Thirdly, with existing problems of the new rural cooperative medical care system and restricting factors which contain demanding for farmers, supplying for medical institutions and government’s system design for perspective, we analysis the factors which influence the sustainable development of the new rural cooperative medical care system, then explore the path of the sustainable development in new rural cooperative medical care system. Finally, we put forward suggestions on policy in order to perfecting the new rural cooperative medical care system and realizing its healthy and sustainable development.

Studying on the Ecological Carrying Capacity of Wuan Based on the Idea of Sustainable Development Perspective

Human survival and development must rely on various resources, and eco-environmentis inevitably contaminated by the discharge of wastes from human production and livingactivities. For the limited capacity of resource supply and environment’s capacity to waste andpollution, we must ensure the human activities within the capacity of resource supply andenvironmental endurance, i.e., within the resource carrying capacity (abbreviated as “RCC”)and Environmental carrying capacity (abbreviated as “ECC1″).With RCC and ECC1in thescope of ecological carrying (abbreviated as “ECC2″) in nature, sustainable development mustbe built on the basis of ECC2.Wuan’s rapid development is accompanied by the heavy drain on resources and seriousenvironmental destruction. The imbalances between the supply and demand of resources andserious ecological overloading in some areas have presented themselves. Wuan is a city ofconcentrated population and abundant resources, it is also the regional urban center and newmedium-sized city, which is being focused on foster in Hebei province, so its developmentinto a microcosm of the resources city.In this paper, we backgrounded the natural, Social Economic station and eco-environmentof Wuan region. Based on the theories of ECC2and sustainable development, the spatiallayout and spatial differentiation in Wuan region was studied by comprehensive classificationas assessment method. We defined new contents of ECC2based on the traditional ECC2theory with ecosystem resilience, anchorage force of resources and environment and pressureof ecosystem. In this paper, the index system on ECC2in Wuan region was constructedaccording to the new definition, and the sustainable development trend of regional ECC2wasevaluated with the comprehensive assessment model. Finally, this paper provided a series ofrational measurement and proposal from population pressure, Economic operation,development and utilization of resources, ecological destruction and pollution and so on.On the basis of the theoretical study of traditional ECC2, this paper revealed the meaningof the ECC2and defined new contents to the ECC2of three sub-levels. Determined by theweight of combining the principal component analysis and hierarchical analysis, to avoid subjectivity is too strong or the evaluation factors be exaggerated, which makes it a perfectcombination of subjective and objective; We made regionalization with objective clusteranalysis to ecosystem resilience, anchorage force of resources and environment and pressureof ecosystem, through that the study of partition about ECC2will be more perfect.

The object of this study is reuse value of old concrete building; the purpose establishes the valuation system of old concrete building.According to the theory of sustainable development and the theory of life cycle energy consumption in the paper, it has performed value study to reuse value on the old concrete building through dual angle theoretical analysis and case studies. A more perfect evaluation system is initial established for reuse on the old concrete building with group eigenvalue method,expert grading and matter element theory in the paper. This system consists of three models: structure reliability evaluation model, recycle value assessment model and value of scheme optimization model. Valuation results show that the system is feasible and practical with the system to a certain industrial building.”Energetic” concept is introduced in the paper, the building life cycle energy consumption theory is improved by the combination of the building consumption and “Energetic”. Economic analysis of civil Engineering is injected into new blood introducing fuzzy matter element analysis to it. Many exhausted coal resource cities in China are faced with transformation problems. Jiaozuo, a resource-based city depending on coal, once has been one of the five high-quality anthracite coal bases for a long period in the last century in our country, and it has made significant contributions to the national Economic construction. These issues seriously restrict the sustainable development of the city. Jiaozuo is listed as one of the first twelve resource-exhausted cities approved by the State Council in March2008, and has began to quest for transformation of resource-exhausted cities. It is in the next5-10years that Jiaozuo should take advantage, realize transformation and accelerate the rise by itself. Our country expands domestic demands; implements ten industrial revitalization plans, accelerates the rise of central China and takes a series of policies, so that Jiaozuo is faced with a rare important opportunity.On the basis of investigation and study, the favorable factors through literature research, questionnaire survey and other methods of analysis, transformation and development of resource-exhausted city and problems in Jiaozuo Using questionnaires to understand the current situation of development and utilization of mineral resources in Jiaozuo city. Analyzed the methods used include the comparative.analysis method and system analysis method, according to the national Economic and Social development of Jiaozuo City, the demand for mineral resources of existing resources security, ore-forming geological conditions and prospecting resources security, exploration technology and method in research and development and introduction of new, important mineral prospecting breakthrough. The construction industry is one of pillar industries in China. It plays a very importantrole in the national economy. But the development mode of construction industry is stillextensive, high consumption, high pollution and low output. China’s construction industrycurrently exist a lot of questions. Sustainableconstruction industry is an important aspect of the national sustainable developmentstrategies.This thesis basing on the principle of scientific, systematic, comprehensive andoperability, learning from the mature indicators systems of sustainable development,combining with the status quo of China’s construction industry, constructs some indicators ofconstruction industry sustainable development. Through questionnaires analyses theimportance of indicators with statistical methods. Establish indicators systems of constructionindustry sustainable development including Economic, Social, environment, resource andtechnology5systems and29indicators through indicators selection. Basing on threedimensional: development degree, coordinate degree, continuous degree, using principalcomponent analysis, evaluates and comparative analyses the level of construction industrysustainable development of the four advanced developed construction provinces: Beijing,Guangdong, Zhejiang and Jiangsu from2003to2009.The results indicated that the level of construction industry sustainable development ofBeijing, Guangdong, Zhejiang and Jiangsu was improving. Trend of construction industrysustainable development is good. The level of sustainable development of Zhejiang andJiangsu has gone beyond the level of Beijing and Guangdong form2003to2009. The level ofsustainable development of Guangdong has changed from the best to the worst in the period2003to2009, which is mainly due to little Social construction and poor technical level. Guangdong should strengthen the contribution to Social development and accelerate enterprisetechnology and equipment updates. Beijing construction labor productivity is lower than otherregions. In order to improve the construction labor productivity, the construction ofBeijing should strive to improve the level of construction technology and equipment level,technological level, the level of quality of personnel. The situation of the constructionindustry sustainable development of the four regions has their own strengths and weaknesses.Finally, basing on the analytical results of sustainable development, combining withproblems and deficiencies of construction industry, explore the constructionindustry development prospects and the targets from sustainable building design andtechnology, sustainable construction and sustainable Management and policy in three aspects.Summarize the construction industry reform measures and the development direction.

Besides, low quality and morality of the population and excessive consumption have great influences on resources and environment in China. Listed Companies of China’s Electronic Manufacturing Industry Evaluation of Capacity for Sustainable Development

How to make the listed companies to maintain a good momentum of development, causing more and more attention from all walks of life. Listed companies of China’s electronic manufacturing industry is becoming a pillar industry of national economy, in this highly competitive market economy, there are significant theoretical and practical significance to study a listed company of China’s electronic manufacturing industry evaluation of the sustainable development.In this paper, mainly in the following parts. The first chapter is a study of the background and significance of topics. The second chapter is the theoretical basis for this article,mainly in the Theory of Sustainable Development,Stakeholder Theory and the Theory of Corporate Social Responsibility. Chapter III analyzes the development of China’s electronic manufacturing industry of listed companies, depth analyzes the factors of the impact of the electronic manufacturing industry for sustainable development of listed companies, including financial and non-financial factors. Financial factors include the company’s operating capabilities, profitability, solvency and ability to grow; non-financial factors include the ability to adapt Enterprise economy, the ability of corporate governance, corporate social responsibility and the competitiveness. Chapters IV and V are focuses of this research.On the fourth chapter, draw on the sustainable development indicator system of Chinese Academy of Social Sciences,based on the construction of indicators principles and design methodology, to build the evaluation of sustainable development indicators system of China’s electronic manufacturing companies. The fifth chapter is an empirical study, using AHP to calculate the index weight,using fuzzy Comprehensive Evaluation Method to evaluate the capacity of sustainable development of the listing of China’s electronics manufacturing companies. Chapter VI carried out the results of the evaluation in accordance with Chapter V analysis, proposed measures for China’s electronic manufacturing industry to increase the capacity for sustainable development of listed companies.We found that there are many problems for currently listed company of China’s electronic manufacturing industry in the development,and it is generally weak capacity for sustainable development. Based on analysis,there are some measures to increase capacity of sustainable development for the listed companies of China’s electronics manufacturing,including reasonable liabilities, to accelerate innovation and efficiency, avoid blind diversification, improve corporate governance, credit risk and improve business systems, and other measures to shoulder social responsibility.In this paper, including the innovation of China’s listed companies in the micro-electronic manufacturing point of view of research, building sustainable development evaluation system for the electronic manufacturing industry ,and the countermeasures to increase the capacity for sustainable development of listed companies. One limitation of paper is only selecting 3 years data to analyze, less than a good grasp of the overall industry.The other limitation is that research sample is limited to listed companies of China’s electronics manufacturing industry, small sample size, there is no comparative analysis with other industry.

The econometricmodel studies both smooth and cointegration, and does empirical research on therelationship of industrialization and ecological civilization in terms of economy,industrial-scale, industrial structure and technical level.
