The Research on the Relationship between the Level of Human Resource Management and Performance of Software Enterprises in Xi’an

Analysis on the Impacts of the Indemnificatory Housing Policy on Residential Real Estate Prices

The expanding of the city and development of industry, making themost of the population highly concentrated in cities and towns. The populationproduced a huge demand for urban land and housing area, making the land pricesand housing prices all the way up. Coupled the primary stage of socialism withsome of the actual situation such as the income gap, serious polarization,resultingthat the low-and middle-income and lowest income households are unable to payfor their housing. Especially in low-income family housing. In this context, China’sgovernment attaches great importance to the improvement of the housing securitysystem, clear as an important duty of the government’s public service. Acceleratethe build and improve the housing security system, to give priority to solving thehousing problems for low-income families in cities and towns to ensure the socialstability and unity to achieve sustainable economic rapid development of buildinga moderately prosperous society.The size of city, the level of economic development and the development of realestate market in Xi’an can be a representative example of the second-tier cities. The real estate market performance is sufficient to represent the overall level ofsecond-tier cities to a certain extent. In this context, taking Xi’an for an example instudying the effect about indemnificatory housing policy on the prices of realestate may help us to understand the implementation of government policy aboutcontrol real estate market. Which has the certain representation and typicalsignificance.Mainly study on indemnificatory housing policy concentrated problems whicharose in the running of the indemnificatory housing policy.And most existingresearch focuses on the analysis of policy shortcomings, as well as how to improvepolicies, to achieve policy objectives, or the problems in the qualitative researchfrom a policy point of view of indemnificatory housing. The innovation in thisarticle is that learning from Chinese and foreign research of indemnificatoryhousing through the context of running and the status of supply and demand forindemnificatory housing policy, taking indemnificatory housing policy in recentlyfive years as an example, through a lot of statistical data and survey data, thenstudying on the current status of indemnificatory housing system, as well asresidential real estate development status.With these methods,giving somesuggestions on perfecting the indemnificatory housing system effectively. Themain results are the following aspects:The minimum security standards for indemnificatory housing, the overall supply ofindemnificatory housing and the housing fund have a Obvious effect aboutordinary commercial housing market.1: in the view of the minimum security standards for indemnificatory housing, increase the low-rent housing subsidies willmake the real estate prices fell;2: in the overall supply of housing factors, housingarea and land supply can affect real estate prices. Increase indemnificatory housingconstruction area, as well as the completion of the area also makes real estateprices fell. From view of the supply of land, low-rent housing land supply will leadto the decline in housing prices;3: in view of the housing fund, enhance yearprovident fund to pay deposit interest rates can significantly inhibit the rise inhouse prices.The authors suggest that in improving the indemnificatory housing system isavailable from the following four aspects, raising the minimum security standardsand scope of indemnificatory housing; to ensure that the overall supply ofindemnificatory housing; to expand the standard of housing provident fund;improve housing information system to improve the protection room to exit thesystem.

The Research on City Village Reconstruction Backmoving Policy

Urban villages in general refers to a certain scale of low and cheesy buildings.The urban villagers are still living in traditional agricultural habits, their basic livingsituation is outmoded and are in conflict with the citizens around them. The urbanvillages are both citied and georgic, in a marginalized situation. Urban village is aunique phenomenon in modern mainland China. It is a problem left by the collision ofhistory problem and realistic problem. The chaotic and being out-of-order areblocking the running of the organized city. The demand of this reforming is alsobecoming increasingly urgent.The city of Xi’an has long been a great ancient capital of China, which also bearsa great amount of historical burden for development. Therefore, it is helpful for thegovernment to make a more effective and scientific policy and take a further step tosolve the problems when facing the tough deal of reforming the urban villages if wemake a deep analysis of the policies for village reforming and re-locating.This article mainly details the other cities inland which successfully or abortivelydealt with the reforming of urban villages and then introduces the current situation,experience and historical lessons of Xi’an’s policy and operation. Then the author tellshis own idea and suggestion for the points to be paid attention to and especiallyemphasize the ecological factors that are commonly neglected by former researchersand policy-makers. At the end of the paper, the author showed his own creativethinking and prospection of the reforming theory on domestic policy of urban villagereformation and city development.

The Quality of Urbanization and its Coordination of the Development of Empirical Research in Xi’an

With the rapid advance of urbanization, China attaches great importance tothe speed and scale of urbanization in the development process, But it ignore thequality and efficiency of urbanization which caused a lot of problems. In thispaper, the theory of sustainable development as the guide, from the perspectiveof system theory, this paper argues that the development of urbanization is theresult of the interaction of the four systems of the population urbanization,economic urbanization, social urbanization, spatial urbanization. Theurbanization includes not only the quality of the level of overall system, but alsothe level of coordination between the various subsystems of the urbanizationdevelopment.This paper start from four subsystems of Xi’an urbanization, Index systemis established for each subsystem. Using principal component analysis method,the paper made a comprehensive evaluation of the development of urbanizationsystem in Xi’an from both vertical and horizontal level. With the help ofmathematical membership function model, this paper calculated that thecoordination between the various systems coefficient, the coefficient ofcoordinated development and coordinated development trend index to evaluatethe coordination between and within the various subsystems of urbanization inXi’an.After the above analysis, the paper concludes: from the comprehensivelevel point of view, the comprehensive level of urbanization in Xi’an is relativelyhigh and still rising, but not ideal spatial urbanization level of development,there is further room for improvement. Judging from the level of coordination, Xi’an urbanization system overall coordination, but by the relatively low level ofsocial development of urbanization, social and spatial urbanization systemshowing a relatively low degree of coordination. Mean well, the overall trend ofthe Xi’an system coordination degree high development, but individual years,showing a swing and fall, each system trend showing a downward trend after2009.Finally, according to the conclusions, this paper put forward somesuggestions and countermeasures.

Study on Urban Copetitiveness–Take Xi’an as an Example

【Abstract】 With the arrival of the era of knowledge-driven economy and swift and violent development of global economic integration, cities are becoming more and more important in the development of countries and regions, and the competition among the cities is becoming fiercer. Therefore, urban competitiveness becomes the hot research subject Studied both at home and abroad.Based on the analysis on the research background of urban competition, this paper analyzes the reasons and characteristics of urban competition firstly, and re-recognizes the concept and Intension of the urban competitiveness. On the basis of reviewing the existing theories and studies, the paper summaries the rudimentary theory of urban competitiveness, describes the relative determinant factors. Then, this paper establishes a new urban competitiveness index system of estimationcombining qualitative and quantitative analysis methods and formative and positive analysis methods etc. According to the index system, this paper designs and constructs a mathematics model with multi-layer PCA methods, by which the urban competitiveness of 20 representative or typical cities in China is calculated and evaluated by the aid of software of SPSS and gets the scores of each urban and each place in the competition in the year 2001. After that, this paper centrals on Xi’an’ s urban competitiveness and analyzes the advantages and disadvantages of Xi’an using Boxplot method. Finally, this paper puts forward the development strategies and measures of upgrading urban competitiveness of Xi’an navigated by the guideline of “To overcome disadvantage, to enhance advantage, to limit goal, and to promote coordinately”.

A Study of the Fan Figurines Discovered in the Tombs of the Tang Dynasty in Xi’an Area and Luoyang Area

【Abstract】 The Fan figurines are the most typical of the cultural exchanges between China with the foreign regions among the burial goods of the tombs of the Tang Dynasty in Xi’an area and Luoyang area. So the academic circles have paid close attention to the Fan figurines over a long period. This article makes an attempt to probe the problems about the Fan figurines further on the basis of the new discoveries and achievements in recent year. Based on the difference on their hats or their hair styles, the Fan figurines are divided into three periods and 24 types in Xi’an area, and into three periods and 12 types in Luoyang area. The quantity, quality and types of Fan figurines are closely related to the status and families of the tombs’ owners. The prototypes of Fan figurines reflect the populations of the foreign regions and their offspring in the actual world. This article presumes that the prototypes of Fan figurines come from Turfan, Sogdiana or the central Asia. The characters of Fan figurines are divided into two categories. One is the guard of honours. The other one is the servants, dancers and singers etc. The status of Fan figurines are mostly the slaves and maid-servants or the people of a lower social status than common people in the families of the noble, the officers, the merchant. The prototypes of Fan figurines origin from: the offsprings the captures etc. The development of Fan figurines epitomized the society of the Tang Dynasty from prosperity to decline.

【Abstract】 A city is made up of homogeneous or heterogeneous space. Different urban space and its evolvement reflect urban culture patterns in different phases of city, then different urban cultural pursue refigure urban space’s patterns. Urban cultural patterns among urban space are a temperament of city and spiritual condition. Through analyzed urban space’s patterns and their existing problems, urban space’s natural content, ideal pattern and the direction of refigure of future urban space are provided in the paper.Firstly, urban space’s development course and actuality of space’s patterns are reviewed contrastly in the paper abroad and home. Then, existing problems of urban space at present in our country are discussed stressly: “Ten Faulty Expressions in Writing” of urban construction; “the Movement of Beautifying City” in china; the problem of urban characteristic; the problem of reforming of old city; the problem of residential segregation. The above problems’ formed reasons and countermeasures are put forward. Then, the example of Xi’an and its existing problems of urban space and several countermeasures are analyzed in the paper. The transformation of three sections realized in the planning thought of urban space is put forward: from “elitism” to “plebeianism”; from mega-urban project design to “daily living space” and from “technology first” to “human-oriented”.Finally, a description with urban space’s patterns of future information society, sustainable urban pattern’s characteristic and its space’s display are described in the paper. Based on this, a description with the future sustainable ideal pattern of urban space “eco-city” is discussed and described.

Hi-Tech Industries Investment Environment Research–For Example of Xi’an

【Abstract】 The paper researches on Hi-tech industries investment environment, Xi’an for example as area carrier, firstly the theories of hi-tech industries investment environment are reviewed, the differentiates and relations between hi-tech industries investment environment and traditional investment environment are discussed emphatically and it’s meanings are defined. Based on the analysis, the sections of natural environment, economy and hi-tech industries environment, culture environment, basic facilities, government service and so on are analyzed. According to “from above to below ” and “from bottom to top”, the evaluation system of hi-tech industries investment environment which contains 4 subsystems 68 indexes is established. Using a case, the hi-tech industries investment environment of Xi’an is qualitative analyzed. AHP and Principle Components Analysis method are used to quantitative comparative study of Xi’an with other 18 major cities in China. In this process, the impressible factors to hi-tech industries investment environment are find and 5 factors: “hard of hi-tech industries investment environment”, “based on the cluster hi-tech industries potential investment environment”, “affections from Green Economy to hi-tech industries investment environment” and so on are extracted and the evaluation result are analytically explained. Finally, the strategy thoughts of optimizing and feasible policy suggestions are put forward.Four main achievements are obtained in the thesis: (1) The scientificmeanings of hi-tech industries investment environment are defined, namely “Characteristic on the convergency of hi-tech industries, hi-tech development zone as region carrier, the entia of reciprocity comes from the investment environment factors which include regional nature, economy, industries, government service, social science and technology and basic facilities. (2) The evaluation system containing 4 subsystems 68 indexes which can reflect the meanings and characters of hi-tech investment environment is established.(3) To evaluate the hi-tech investment environment of Xi’an, the models are established using AHP. The development level of economy, hi-tech industries and culture environment is the impressible factors to hi-tech investment environment quality of Xi’an. And the score of Xi’an locates the 9th in all cities, the first in west cities. The bad nature and laggard economy gross and so on are the mostly causes to hi-tech industries environment of Xi’an from the result of evaluation. Model is established using the Principle Components Analysis method, 5 factors are extracted and the evaluation result are analytically explained.(4) The strategy thoughts of optimizing and feasible policy suggestions are put forward based on the evaluations of qualitative and quantitative.
